6.35.010 Leash and restraint areas.
This section identifies those areas where dogs are required to be on a leash at all times, and those areas where dogs are required to be under supervision and restraint at all times. Violations are punishable by fines as provided in KGBC 1.25.050.
(a) At-Large Districts. In the following areas, dogs must be on a leash, and the owner or responsible person shall not permit a dog to be at large:
(1) Business District. In any of that area within the city of Ketchikan, Alaska, which is included within the following boundaries:
From the north edge of the right-of-way of Water Street at the westerly exit of said Water Street from the Ketchikan tunnel, being the true point of beginning, thence northeasterly along a line to the most westerly terminus of the westerly edge of Pine Street; proceeding thence along and including the entire right-of-way of Pine Street to its intersection with Bawden Street; proceeding thence southeasterly from the intersection of Pine Street and Bawden Street along and including the entire right-of-way of Bawden Street to the intersection of Bawden Street and Park Avenue; thence northeasterly along said Park Avenue, including the entire right-of-way, to its intersection with the center of the channel of Ketchikan Creek; thence following the center of the channel of Ketchikan Creek downstream to its intersection with the Stedman Street bridge; thence southeasterly along the north edge of the Stedman Street right-of-way to the intersection of the centerline of Deermount St.; thence along said centerline to the intersection of the south edge of the Stedman Street right-of-way; the northwest to shared property corner of Lot 2 Fran Williams Subdivision and Tract B of USMS 550; thence along the property boundary of aforementioned lots south 34 degrees 3 minutes 27 seconds 353.69 feet to the northerly boundary of Alaska Tide Lands Survey 1573; thence southeast along said tideland survey to Corner Number 2; thence south 77 degrees 13 minutes 39 seconds west 1252.20 feet to corner number 3, said corner also being corner number 5 of Tract F of Alaska Tideland Survey 1641; thence south 30 degrees 5 minutes 30 seconds west 513.95 feet to corner number 6 of Tract F of Alaska Tide Land Survey 1641; thence north 53 degrees 46 minutes 53 seconds west 2,936.59 feet to corner number 7 of said survey tract; thence north 47 degrees 3 minutes 53 seconds east to corner number 3 of Tract E Alaska Tide Land Survey 1641; thence north 63 degrees 44 minutes 56 seconds west 2,648.48 feet to corner number 4 of Tract E Alaska Tideland Survey 1641; thence northeast along Tract E to corner number 1 of Tract E, said corner also being the southeast corner of lot 3A, Tidelands Addition to USS 1378, Plat 91-7, said corner also being the south west corner of Lot 4 Tidelands Addition to USS 1378, Plat 80-12; thence northerly along aforementioned common property line to the intersection of the Tongass Avenue right-of-way thence northerly to the southeast corner of the Elliot Street right-of-way; thence southerly along the north boundary of Tongass Avenue to the intersection of the Tongass Avenue and Water Street rights-of-way; thence southeasterly along the north edge of the Water Street right-of-way to the true point of beginning of this description.

(2) Creek, Thomas, Stedman and Water Streets and Tongass Avenue. In any of the area of the street, alley, thoroughfare, sidewalk officially designated as Thomas Street, Creek Street, Stedman Street, Water Street between the tunnel north to its intersection with Tongass Avenue, and Tongass Avenue to Wolf Point.
(3) Docks, Landings, Floats and Airport. Upon and within any publicly owned landing float or dock and on or within the roads, runways, walkways, ferries and all buildings of the property of Ketchikan International Airport.
(4) Public Parks and Playgrounds. Upon and within any borough-owned park, playground or athletic field, regardless of whether such facility is otherwise located inside or outside a leash law area. Provided, however, that the area within the fully enclosed fencing at Weiss Fields may be used for off-leash exercise and training of animals, subject to borough regulations.
(5) School grounds and the sidewalks adjacent to those grounds.
(b) Restraint Areas. In the following areas the owner or responsible person shall keep a dog under restraint, as defined in this title:
(1) Forest Park. Within any areas of the streets, alleys, thoroughfares, and cul-de-sacs, howsoever designated, specifically dedicated on a duly recorded plat or shown on a duly recorded plat and thereby dedicated by law within the area of the Forest Park Subdivision, as described in KGBC 14.35.020.
(2) Public Way. In any of that area within the borough located within or upon any public way, as defined in this title, and not otherwise provided for in subsection (a) of this section. [Ord.
