The borough assembly shall, by ordinance, establish fees for the airport. In establishing such fees, the borough assembly may take into account, among other things, costs of such programs as maintenance, operations, and administration. The assembly may provide for two-tiered rates for some services with lower rates charged to signatories, as defined in KGBC 10.10.010. Such fees as are set by the assembly shall be paid, filed and deposited as provided in this chapter or as otherwise provided by ordinance or resolution.
