As used in this chapter, the following words have the following meanings:

“24-hour period” means that length of time beginning when service is offered and ending 24 hours later, or any part thereof.

“Aircraft parking space” means an area approximately 50 feet by 35 feet necessarily used to park or tie down an aircraft.

“Aircraft parking stall” means an area approximately 50 feet by 35 feet necessarily used to tie up an aircraft at a float dock.

“Airport” means the Ketchikan International Airport and all facilities administered by the Ketchikan International Airport.

“Annual rate” means the rate for a 12 consecutive calendar month period or any part thereof.

“Aviation fuels” means fuel that is commonly used in, intended for use in, or which has been refined or manufactured for use in aircraft engines, jet, piston, or otherwise.

“Boat dock” means the finger pier behind the seaplane dock, the concrete pontoon dock, or any other designated facility where boats are authorized to dock.

“Borough” means the Ketchikan Gateway Borough.

“Commercial passenger transport” means any commercial vehicle transporting persons to or from the airport, whether for hire or not, except an airporter (as defined in KGBC 10.30.010).

“Daily rate” means the rate for each calendar day, or any part thereof.

“Docking” means laying a vessel alongside a boat dock, with or without the use of lines.

“MGTW” refers to manufacturer’s certified gross takeoff weight and means the maximum gross takeoff weight for an aircraft as described and specified in the manufacturer’s flight manual for the aircraft.

“Monthly rate” means the rate for each calendar month or portion thereof.

“Nonsignatory” means any user other than a signatory, including the general public.

“Oversize” means any vehicle in excess of 35 feet in length or eight and one-half feet in width.

“Road” means any vehicular way within the boundaries of the Ketchikan International Airport.

“SIDA” refers to the security identification display area and means the painted area in front of the terminal where commercial aircraft with seating capacity of 60 or more must park to load and unload passengers.

“Signatory” means an entity that has entered into a lease or sublease of space or facilities at the Ketchikan International Airport or has entered into an agreement with the airport to self-report fees and charges due to the airport.

“Vehicle parking space” means a standard marked vehicular parking space, approximately nine feet wide and 18 feet long, in areas designated by the airport. [Ord. No. 1881, §§7, 10, 3-18-19; Ord.
